L. Scott “Catfish” Rice, Lt Gen, USAF (Ret)

L. Scott “Catfish” Rice is a Senior Advisor at the Patriot Group. Prior to retirement, General Rice served as the Director of the Air National Guard from 2016 to 2020 and has over 40 years of military service. As Director, General Rice managed and directed policies and programs for over 108,000 Air Guard men and women with an 11.2-billion-dollar annual budget. Before serving as the Director, he served as The Adjutant General (TAG) of Massachusetts.

General Rice served in the Massachusetts National Guard at all command levels from Squadron to Wing Commander.  He also served on Active Duty, stationed in Europe and Idaho.  He has deployed to combat operations in Bosnia, Kosovo, and the Middle East.  He is a command pilot with more than 4,300 flight hours, including over 200 combat flight hours, in the F-111 and A-10, and he’s a Fighter Weapons Instructor Course graduate.  General Rice received a Bachelor of Science and Master of Engineering from Rensselaer Polytechnic Institute (RPI).   He also completed several senior officer professional development courses to include Capstone and Pinnacle at the National Defense University, plus leadership courses at Harvard, Syracuse, and Garmish Germany.
