Timothy Orr is a Senior Advisor at the Patriot Group. Before retirement, General Orr served as the Adjutant General for the Iowa National Guard and the Director of Public Defense from March 2009 to May 2019 and has over 40 years of combined military service. In his role as the Adjutant General, General Orr provided key strategic insight and expertise advocating at the national level for Iowa’s federal and state objectives. He has extensive experience working with elected and appointed officials at the highest levels of the White House, the Department of Defense, Department of Homeland Security, National Governor’s Association, Council of Governors, and the U.S. states and territories.
During his time as the Adjutant General of Iowa, he was the senior military leader for the Iowa Air and Army National Guard, a force of over 9,000 Soldiers and Airmen. As the senior commander, he was responsible for over 53 Air and Army installations, including Camp Dodge Joint Maneuver Training Center, the State Joint Force Headquarters, State Fiscal Office and the Gold Star Military Museum. From 2009-2013, General Orr had oversight of Iowa’s Homeland Security and Emergency Management Division. In 2011, General Orr established Iowa’s first State Partnership Program with Kosovo and the Kosovo Security Forces.
General Orr received a Bachelor of Science degree in Business and Education from Drake University, a Master of Science degree in Education from Iowa State University, and a master’s degree in Strategic Studies from the United States Army War College. General Orr has also completed the Capstone General and Flag Officer course with the National Defense and the Harvard University General and Flag Officer Homeland Security Executive Seminar.
